{"id":1222,"date":"2018-09-10T11:55:09","date_gmt":"2018-09-10T11:55:09","guid":{"rendered":"http:\/\/daacikel.com\/?p=1222"},"modified":"2018-09-12T14:51:09","modified_gmt":"2018-09-12T14:51:09","slug":"turkiyede-konut-problemi","status":"publish","type":"post","link":"http:\/\/daacikel.com\/?p=1222","title":{"rendered":"T\u00fcrkiyede Konut Problemi"},"content":{"rendered":"<h1><strong><span style=\"color: #000000;\">T\u00dcRK\u0130YEDE KONUT PROBLEM\u0130<\/span><\/strong><\/h1>\n<p><strong>TOPLU KONUT \u00dcRET\u0130M \u015eEKL\u0130N\u0130N \u0130RDELENMES\u0130<\/strong><\/p>\n<p>\u00dclkemizin ihtiyac\u0131 olan nitelikli konut a\u00e7\u0131\u011f\u0131n\u0131n kapat\u0131lmas\u0131 i\u00e7in, TOK\u0130 toplu konut \u00fcretiminin tek adresi olarak g\u00f6sterilmekte ve adeta mucizeler yaratarak bu sorunu \u00e7\u00f6zmeye \u00e7ok yakla\u015fm\u0131\u015f olarak g\u00f6sterilmektedir.<\/p>\n<p><!--more--><\/p>\n<p>Mevcut AKP iktidar\u0131n\u0131n ba\u015fbakan\u0131 Say\u0131n R. Tayyip Erdo\u011fan her konu\u015fmas\u0131nda 400.000 adet konut \u00fcretiminin ger\u00e7ekle\u015ftirildi\u011fiyle \u00f6v\u00fcnmektedir. Kendince ve onu bu alanda y\u00f6nlendirenlerin verdikleri yanl\u0131\u015f veya eksik bilgilerle b\u00f6yle oldu\u011funu kabul edip \u00f6v\u00fcnebilir.<\/p>\n<p>\u00dclkemiz jeolojik yap\u0131 itibariyle %95\u2019i deprem ku\u015fa\u011f\u0131nda olan ve yakla\u015f\u0131k olarak 1 500 000 adet nitelikli konut ihtiyac\u0131 olan bir \u00fclkedir. \u00a0Bu konut ihtiyac\u0131na n\u00fcfus art\u0131\u015f\u0131ndan do\u011fan y\u0131ll\u0131k konut ihtiyac\u0131 ve teknik olarak y\u0131llar i\u00e7inde ekonomik \u00f6mr\u00fcn\u00fc tamamlayacak konutlar ilave edildi\u011finde konut ihtiyac\u0131n\u0131n 2 000 000 adetler civar\u0131na ula\u015faca\u011f\u0131n\u0131 varsaymak uygun olacakt\u0131r.<\/p>\n<p>Ayr\u0131ca konut ihtiyac\u0131n\u0131n kar\u015f\u0131lanmas\u0131nda TOK\u0130\u2019 nin yan\u0131nda \u00f6zel in\u015faat firmalar\u0131n\u0131n da bir miktar katk\u0131s\u0131n\u0131n olaca\u011f\u0131n\u0131 belirtmek gereklidir.<\/p>\n<p>Meseleye bu a\u00e7\u0131dan bak\u0131ld\u0131\u011f\u0131nda \u00fclkemizde ortalama maksimum konut \u00fcretiminin 100 000 adet\/y\u0131l oldu\u011fu d\u00fc\u015f\u00fcn\u00fcld\u00fc\u011f\u00fcnde problemin \u00e7\u00f6z\u00fcm\u00fcn\u00fcn yakla\u015f\u0131k 20 y\u0131l gibi bir s\u00fcreyi alaca\u011f\u0131 g\u00f6r\u00fclmektedir.<\/p>\n<p>Bu problemin \u00e7\u00f6z\u00fcm\u00fc i\u00e7in gerekli kayna\u011f\u0131n bug\u00fcnk\u00fc sistemde oldu\u011fu gibi s\u00fcrekli sa\u011flanmas\u0131 da m\u00fcmk\u00fcn de\u011fildir, \u00e7\u00fcnk\u00fc \u00fclke kaynaklar\u0131 bug\u00fcnk\u00fc gibi kullan\u0131lmaya devam ederse, de\u011fil problemi \u00e7\u00f6zmek yan\u0131ndan bile ge\u00e7emeyecek duruma gelecektir.<\/p>\n<p>O halde konut probleminin \u00e7\u00f6z\u00fcm\u00fcn\u00fc bug\u00fcnk\u00fc gibi tek boyutlu de\u011fil \u00e7ok boyutlu ele almak, kaynak kullan\u0131m\u0131n\u0131 d\u00fczenlemek, kullan\u0131lan kaynaklardan, ekonomik iyile\u015ftirme, i\u015fsizlik \u00e7\u00f6z\u00fcm\u00fc ve y\u00f6resel kalk\u0131nma faydalar\u0131n\u0131 da elde etmek bizlerin en \u00f6nemli g\u00f6revlerinden olmal\u0131d\u0131r.<\/p>\n<p><strong>MEVCUT TOK\u0130 UYGULAMASI<\/strong><\/p>\n<p>Bilindi\u011fi gibi TOK\u0130 ba\u015fbakanl\u0131\u011fa ba\u011fl\u0131, \u00f6zel yetki ve kanunlarla g\u00fc\u00e7lendirilmi\u015f, devletimizin, para, arsa ve kentsel d\u00f6n\u00fc\u015f\u00fcm kaynaklar\u0131n\u0131 organize etmeye \u00e7al\u0131\u015fan, teknik ve idari yap\u0131lanma i\u00e7erisinde t\u00fcm i\u015fleri alt firmalara yapt\u0131ran ve yapt\u0131rd\u0131\u011f\u0131 hizmetlerin kar\u015f\u0131l\u0131\u011f\u0131nda para \u00f6deyen ve \u00f6dedi\u011fi bu gereksiz paralar\u0131 da maliyetlerine yans\u0131tan, bu niteli\u011fiyle de \u00fclke kaynaklar\u0131n\u0131n \u00e7ar\u00e7ur eden, bu harcamalar\u0131 denetlenmeyen bize g\u00f6re devletin \u00fczerinde bir s\u00fcl\u00fck gibi yap\u0131\u015fm\u0131\u015f bir kurumdur.<\/p>\n<p>Bunun neden b\u00f6yle oldu\u011fu a\u015fa\u011f\u0131da yap\u0131lan teknik analiz ve rakamlarla a\u00e7\u0131k\u00e7a ortaya konulacakt\u0131r.<\/p>\n<p>TOK\u0130 ad\u0131ndan da anla\u015f\u0131ld\u0131\u011f\u0131 gibi konut \u00fcrettirmektedir, ama nas\u0131l konut \u00fcrettirmektedir, ona bakmak gerekir.<\/p>\n<p>Konut \u00fcretiminin temel a\u015famalar\u0131;<\/p>\n<ul>\n<li>Arsa \u00fcretimi<\/li>\n<li>Proje \u00fcretimi<\/li>\n<li>Finansman temini<\/li>\n<li>Konut imalat\u0131<\/li>\n<li>\u0130malat denetimi<\/li>\n<li>Konut sat\u0131\u015f\u0131<\/li>\n<\/ul>\n<p><strong>1-ARSA \u00dcRET\u0130M\u0130<\/strong><\/p>\n<p>Arsa \u00fcretiminde herhangi bir sorunla kar\u015f\u0131la\u015f\u0131lmamakla birlikte arsa maliyetleri TOK\u0130 taraf\u0131ndan \u015fi\u015firilmektedir.<\/p>\n<p>\u00dclkemiz topraklar\u0131n\u0131n yakla\u015f\u0131k %65\u2019i devletin m\u00fclkiyetindedir. Ayr\u0131ca belediyeler ve son y\u0131llarda verilen kentsel d\u00f6n\u00fc\u015f\u00fcm yapma yetkisiyle TOK\u0130, vatanda\u015f\u0131n elindeki arsalar\u0131n da %40\u2019na kadarl\u0131k k\u0131sm\u0131na el koyabilmektedir.<\/p>\n<p>Bu yetkiler TOK\u0130\u2019nin yapt\u0131\u011f\u0131 projelerdeki birim arsa pay\u0131 miktar\u0131n\u0131 son derece d\u00fc\u015f\u00fck bir hale getirmektedir.<\/p>\n<p>Ancak \u00fcretilen arsalar\u0131n \u015fehirlerin eskimi\u015f ve niteliksiz hale gelmi\u015f b\u00f6lgelerinde \u00fcretilmesi gerekirken, vatanda\u015flar\u0131n arsalar\u0131na ve \u015fehir merkezlerine uzak yerlerde \u00fcretilmesi ve yanda\u015flara havadan rant sa\u011flanmas\u0131 ve belediyelerin dolay\u0131s\u0131yla devletin gereksiz yere;<\/p>\n<ul>\n<li>Alt yap\u0131 masraflar\u0131na sokulmas\u0131<\/li>\n<li>Toplu ula\u015f\u0131m problemine sokulmas\u0131<\/li>\n<li>Bunlar\u0131n konut maliyetine eklenmesiyle de kaynak israf\u0131na neden olmaktad\u0131r.<\/li>\n<\/ul>\n<p>H\u00e2lbuki eskimi\u015f niteliksiz hale gelmi\u015f 5, 5,5 \u015fiddetinde depremlerle yerle bir olacak b\u00f6lgelerde kentsel d\u00f6n\u00fc\u015f\u00fcm marifetiyle yap\u0131lmas\u0131, hem yukar\u0131da belirtilen kaynak israf\u0131n\u0131 ortadan kald\u0131racak, hem de en \u00f6nemlisi olu\u015facak arsa rant\u0131n\u0131n vatanda\u015fa yans\u0131mas\u0131 sa\u011flanacak ve olabilecek deprem felaketlerinde ya\u015fanacak mal ve can kay\u0131plar\u0131n\u0131 ortadan kald\u0131racak ve devleti \u00e7ok \u00f6nemli miktarda maddi ve manevi vebale muhatap k\u0131lmayacakt\u0131r.<\/p>\n<p><strong>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 2-PROJE \u00dcRET\u0130M\u0130<\/strong><\/p>\n<p>\u015eu anki sistemde TOK\u0130, yapt\u0131\u011f\u0131 konutlar\u0131n projelerini m\u00fctehait firmalara yapt\u0131rmakta, m\u00fc\u015favir firmalara kontrol ettirmektedir. Konutun yap\u0131laca\u011f\u0131 yerin sosyal, k\u00fclt\u00fcrel ve ekonomik \u00f6zelliklerine uymayan ve tamamen m\u00fctehait firmay\u0131 imalatlar ve maliyetler a\u00e7\u0131s\u0131ndan kay\u0131ran projeler ortaya \u00e7\u0131kmaktad\u0131r.<\/p>\n<p>B\u00f6yle projelerle yap\u0131lan konutlar\u0131n bir\u00e7o\u011fu da elde kalmakta veya maliyetinin yar\u0131s\u0131na sat\u0131lmaktad\u0131r. Bu durum devlet kaynaklar\u0131n\u0131n \u00e7ar \u00e7ur edilmesine neden olmaktad\u0131r.<\/p>\n<p>Yap\u0131lan ve imal edilen bir\u00e7ok projenin mimari durumundan TOK\u0130 \u00fcst y\u00f6netiminin haberi bile olmamaktad\u0131r.<\/p>\n<p><strong>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 3-F\u0130NANSMAN TEM\u0130N\u0130 <\/strong><\/p>\n<p>\u015eu anda TOK\u0130 konut \u00fcretiminde kulland\u0131\u011f\u0131 finansman\u0131;<\/p>\n<p>a- K\u0131ymetli arsalar\u0131n adeta pe\u015fke\u015f \u00e7eker gibi sat\u0131lmas\u0131ndan,<\/p>\n<p>b- Has\u0131lat payla\u015f\u0131m\u0131 yoluyla verdi\u011fi k\u0131ymetli konut projelerinden,<\/p>\n<p>c- Kendi satt\u0131\u011f\u0131 konutlar\u0131n bankalar yoluyla tahsil edilen taksitlerinden,<\/p>\n<p>d- \u00c7e\u015fitli devlet fonlar\u0131 ve bankalar\u0131ndan sa\u011flamaktad\u0131r.<\/p>\n<p>Bu finansman\u0131n temininde ortaya \u00e7\u0131kan finansman maliyeti de TOK\u0130\u2019den konut alanlara yans\u0131t\u0131lmakta veya siyasal tercih olarak se\u00e7im d\u00f6nemlerinde s\u00fcbvanse edilmektedir.<\/p>\n<p><strong>4-KONUT \u0130MALATI <\/strong><\/p>\n<p>TOK\u0130 in\u015faa edece\u011fi projelerini, kendilerince katagorilere ay\u0131rd\u0131\u011f\u0131 firma gruplar\u0131na ihale yoluyla vermekte ve 380 TL\/m<sup>2<\/sup> ile 450 TL\/m<sup>2<\/sup> aral\u0131\u011f\u0131nda fiyatlarla ihale etmektedir.<\/p>\n<p>\u0130n\u015faatlar\u0131n yap\u0131m\u0131nda \u00e7o\u011funlukla t\u00fcnel kal\u0131p sistemini kullanmakta, ancak yard\u0131mc\u0131 imalatlarda t\u00fcnel kal\u0131p sisteminin di\u011fer imalat kalemleri de\u011ferlendirilmemektedir.<\/p>\n<p>\u0130n\u015faatlarda kullan\u0131lan sistem \u00fclkemize 1980 y\u0131llar\u0131nda Fransa\u2019dan getirilmi\u015f en ideal toplu konut \u00fcretim sistemi olup ilk olarak T\u00fcrkiye Emlak Kredi Bankas\u0131 projelerinde kullan\u0131lm\u0131\u015f, h\u0131zl\u0131 ve depreme dayan\u0131kl\u0131l\u0131\u011f\u0131 ispatlanm\u0131\u015f bir sistemdir.<\/p>\n<p>Ancak bu sistemde h\u0131zl\u0131 ve depreme dayan\u0131kl\u0131 ve ayn\u0131 zamanda ekonomik konutlar in\u015fa edilebilmektedir. \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u015e\u00f6yle ki;<\/p>\n<p>100 m<sup>2<\/sup> bir sosyal konut i\u00e7in maliyet analizi yapt\u0131\u011f\u0131 1 m<sup>2<\/sup> konut ortalama 415 TL\/m<sup>2<\/sup> oldu\u011funa g\u00f6re;\u00a0 \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<u>(415-240)\/240 <\/u>\u00a0= 0,73\u2019l\u00fck(%73) bir fazlal\u0131k ve kaynak israf\u0131n\u0131n s\u00f6z konusu oldu\u011fu g\u00f6r\u00fclmektedir.<\/p>\n<p>Bu durum nelere bak\u0131larak belirlendi\u011fi taraf\u0131m\u0131zca bilinen yanda\u015f firmalara ne denli \u00f6nemli miktarda bir para aktar\u0131m\u0131n\u0131n yap\u0131ld\u0131\u011f\u0131n\u0131 apa\u00e7\u0131k g\u00f6stermektedir.<\/p>\n<p>AKP h\u00fck\u00fcmetinin kendi rakam\u0131ndan yola \u00e7\u0131karak fazladan kendi yanda\u015f firmalar\u0131na;<\/p>\n<p>400 000*100*415=166 000 000 00TL \u00f6deme yapm\u0131\u015f oldu\u011fu bunun,<\/p>\n<p>12 118 000 000 TL\u2019sinin fazladan ve haks\u0131z kaynak aktar\u0131m\u0131 oldu\u011fu ortaya \u00e7\u0131kmaktad\u0131r.<\/p>\n<p>Halbuki bu fazla ve haks\u0131z aktar\u0131m yap\u0131lmasa ve bununla konut yap\u0131lsa 100m<sup>2<\/sup>\u2019lik 514.916 adet ilave konut yap\u0131labilir ve \u00fclkemizin konut a\u00e7\u0131\u011f\u0131n\u0131n neredeyse kapat\u0131lma noktas\u0131na gelmesi m\u00fcmk\u00fcn olabilirdi.<\/p>\n<p><strong>5- \u0130N\u015eAATLARIN DENET\u0130M\u0130<\/strong><\/p>\n<p>TOK\u0130 mevcut sistemde yapt\u0131rd\u0131\u011f\u0131 in\u015faatlar\u0131n teknik kontrollerini de ihale ile m\u00fc\u015favir firmalara yapt\u0131rmakta ve kontrollerin nas\u0131l yap\u0131ld\u0131\u011f\u0131ndan haberdar bile olmamaktad\u0131r.<\/p>\n<p>Bu durum hem kontroller i\u00e7in \u00f6denen paralar a\u00e7\u0131s\u0131ndan bir kaynak israf\u0131 ve kontrol edilmi\u015f g\u00f6r\u00fcnen ancak kontrol edilmeyen konutlar\u0131n ortaya \u00e7\u0131kmas\u0131 gibi olumsuz bir durumun ortaya \u00e7\u0131kmas\u0131na sebeb olmaktad\u0131r.<\/p>\n<p>Bu durum zaman zaman bas\u0131na yans\u0131yan \u015fekliyle oturulmadan eskimi\u015f binalarla zaten kendisini g\u00f6stermektedir.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>6- KONUT SATI\u015eLARI<\/strong><\/p>\n<p>TOK\u0130 mevcut sat\u0131\u015f sisteminde belediyeler ve devlet bankalar\u0131 ile birlikte sat\u0131\u015f\u0131 ger\u00e7ekle\u015ftirmekte ve al\u0131c\u0131lar\u0131 do\u011frudan banka sisteminin faiz sarmal\u0131 i\u00e7ine atmakla zaten ge\u00e7inmekte zorlanan halk\u0131n ba\u015f\u0131n\u0131 sokaca\u011f\u0131 konutun sat\u0131\u015f bedelini maliyetinin 3 kat\u0131na \u00e7\u0131kararak, ba\u015f\u0131n\u0131 soktu\u011fu konutun manevi olarak ba\u015f\u0131na y\u0131k\u0131lmas\u0131n\u0131 seyretmektedir.<\/p>\n<p>Ayr\u0131ca plans\u0131z ve ihtiya\u00e7 d\u0131\u015f\u0131 yerlerde yap\u0131lan konutlar\u0131 satamamakta ve \u00bd fiyat\u0131na ilgili belediyeye b\u0131rakmakta, ya da virane olmu\u015f her t\u00fcrl\u00fc su\u00e7 ve su\u00e7lunun bar\u0131nd\u0131\u011f\u0131 mekanlar olarak terk etmekte, \u00fclkenin k\u0131t kaynaklar\u0131n\u0131 \u00e7ar\u00e7ur etmektedir.<\/p>\n<p>Sonu\u00e7 olarak AKP h\u00fck\u00fcmetinin ve say\u0131n ba\u015fbakan\u0131n her vesileyle \u00f6v\u00fcnd\u00fc\u011f\u00fc TOK\u0130\u2019nin durumunun, bu teknik analizle ne denli i\u00e7ler ac\u0131s\u0131 ve sorgulanmas\u0131 gereken, ayr\u0131ca hesap sorulmas\u0131 gereken bir yap\u0131da oldu\u011fu apa\u00e7\u0131k ortadad\u0131r.<\/p>\n<p>Bu durumu ortadan kald\u0131racak bir konut \u00fcretim ve planlama politikas\u0131na ve organizasyonuna ihtiya\u00e7 vard\u0131r ve acilen halk\u0131m\u0131z\u0131n ve \u00fclkemizin menfaati i\u00e7in uygulamaya ge\u00e7irilmelidir.<\/p>\n<p>Bu Milli Konut \u0130daresi Modeli ile m\u00fcmk\u00fcnd\u00fcr.
